Is the YAF a USA tax deductible charity?

Yes, the Yunnan America Foundation (YAF) was formed in 2002 and is exempt from the USA federal income tax under section 501(A) of the Internal Revenue Code as an organization described in section 501 (C) (3).
The YAF is a Nonstock Corporation under Chapter 181 of the Wisconsin Statutes, repealed and recreated by the 1997 Wisconsin Tax Act 79. Each donor receives a receipt for claiming USA tax exemption.

How much of the donated money will be spent on education?

100% of all funds received by the YAF are spent on school construction or student scholarships. The YAF pays no salary and provides no gifts or services to any entity. The YAF pays no overhead costs. Agents of the YAF pay their own expenses for any work done on behalf of the YAF.

Can I select a recipient for a student scholarship?

Yes, as long as the student meets the requirements of need. You can also select a particular area of Yunnan served by YAF or select a boy or girl.

Can I communicate with my scholarship recipient?

Yes, we encourage all donors to communicate or visit the student scholar. The YAF will assist in making the communication possible providing names, addresses and translation services.

How are the locations for school construction and scholarship recipients chosen?

All decisions as to expenditures of the YAF are made by the Chinese Board of Directors. Since Yunnan is one of the poorest provinces in China there are many communities that can benefit form expenditures on education. The YAF Board of Directors locates impoverished areas through their work in the tour industry and with consultation with the Yunnan Youth Development Foundation which helps select highly distressed areas. Scholarships are awarded after consultation with the student¡¯s teachers and village leaders. Desire for education and need are the main considerations.

How can the YAF guarantee the donation is used properly?

The scholarship funds are delivered in person twice each year to each scholar or their guardians. Each scholar and guardian is required to sign a contract promising to spend the funds on education for the scholar. Checks are made at each scholar¡¯s home to determine that the funds are properly used. The YAF also checks with the school to insure that all tuition and fees are paid.
Building funds are monitored by the YAF and the Yunnan Youth Development Foundation to insure that the funds are all spent properly on the construction projects.
Visits and correspondence from the donor or their agents are welcome to the YAF, the student scholar and the building projects.

Why does the YAF focus on ethnic minority groups?

Ethnic minorities in China have many problems. Generally, they are insular and impoverished not even sharing the major Chinese language. In the communities served by the YAF they are all farmers. The YAF hopes that education will provide a means to economic improvement and general well being.

Are the boys and girls equally represented in scholarship selection?

Currently, we have 26 female and 15 male scholars.

Does the YAF cooperate with any other groups?

The YAF has a working relationship with the Yunnan Youth Development Foundation (YYDF, Project Hope). The YYDF is a non-profit group started by the Chinese Government which attempts to match funds donated by charitable groups with funds from local government for projects in education. They do not provide any money directly, but suggest areas for construction of schools and monitor spending on the projects to assure that all the funds are spent for the purpose intended.

Why should I choose the YAF as a charity?

China has opened up to the world in the last 30 years and made great improvements for its people. The ethnic minorities in Yunnan have not been able to participate in the economic and social changes in China. The YAF tries, through education, to provide opportunities for an improved life. The temptation for quick riches is enticing but often disastrous. The YAF tries to provide a means for economic improvement and yet preserve the local culture. We try to instill pride and success in the individual and community.
The YAF can guarantee that 100% of the money donated will be spent on the purpose intended. A small amount of money goes a long way in China. The Love View School in Lula improves the lives of all the surrounding communities for a small cost. A small donation, that allows a child to attend school, will make a big difference in that child¡¯s life.
